I agree with all you said, but history has shown that tyrants routinely concentrate their power by playing the "patriot game:" attacking their neighbors as a "threat" to their security, stirring up a lather of jingoistic fervor, and then claiming that anyone who opposes them domestically is a traitor. Hitler, Stalin, and Peter the Great routinely used this ploy to consolidate their power, and power is all tyrants ever crave.
