I wish I could share your optimism, but the fossil fuel industry has ignored the increasingly dire reports from the IEA, the IPCC, and other international agencies thus far, because their business model requires maximizing shareholder profits by drilling and selling ever more fossil fuels. Since fossil fuels provide easily available and transportable net energy in vast quantities, they will always have eager customers willing to pay whatever they charge.

And since these international COP agreements are not enforceable (which they are not), they will continue to be ignored. Our best bet is to buckle up and prepare for a catastrophic collapse of our global civilization and our biological support system (i.e. the pre-existent climate regime prior to the "spike" in carbon emissions during the last century). There is no easy way out of this; we have already missed that boat by at least 50 years.
