Let’s grant that “laws of war” is an oxymoron. At that point, the question arises: which is better—war WITHIN international legal constraints (e. g. Prohibiting poison gases or biological warfare or abuse of POWs) or war WITHOUT international legal agreements proscribing the worst forms of brutality against non-combatants? I would take the first option any time, despite its essential hypocrisy.
