Or reform it. For a long time I have fantasized about organizing a mass movement called something like the "Coalition for the Public Interest." It would consist of a whole network of nonprofits who serve the public interest already--folks like Amnesty International, Public Citizen, environmental groups, human rights groups, etc--creating and circulating a "public interest manifesto" that goes along with a pledge, which any office-seeker who wants the endorsement of all these organizations can choose to sign, obligating them to serve the public interest faithfully once elected (or lose the collective endorsement if they fail to do so). This could be an incentive for political aspirants who are honest and decent to get the endorsements and funding they need to mount a credible campaign against the scoundrels currently in power... perhaps.
