"Probably lying"? There's no "probably" about this! His own appointed undersecretary of DHS for election cybersecurity, Chris Krebs, who had the best available information on electoral processes nationwide, proclaimed that 2020 was the "freest and fairest" election he had ever seen. And of course, Trump fired him the next day, shooting the messenger, as usual, for telling unwelcome truths.

Then Trump exhausted his legal prospects in some 64 lawsuits alleging election fraud, and ALL of them were thrown out for lack of any reliable evidence. Finally, his own Attorney General, the (mostly corrupt) William Barr, who likewise had the best information available on election security, called Trump's obsessive claims "bullshit." So avoid slippery slopes like "probably" that allow even a shadow of doubt that Trump has been lying all along!
