This all sounds very promising, until you consider the basic problem of net energy--the actual foundation of any economic or technological infrastructure. And if the energy you expend to procure energy exceeds the energy you reap from that expenditure, then the infrastructure will collapse. It's like trying to run a business that must pay 2 dollars for widgets that it can only sell for $1.75. It will fail.
